There is a tempting version of metacognition in which pupils are taught to plan, monitor and reflect as a free-standing skill. Willingham's point cuts through it: you cannot plan or monitor a task you know nothing about. A pupil cannot judge whether their circuit explanation is going wrong if they do not know the circuit rules.

So the sequencing matters. Teach the content first; metacognition works on knowledge, never instead of it.

What it might look like

One version of it, in a classroom

Before a science extended task that asks pupils to plan and self-check their approach, the teacher runs a short retrieval starter on the underlying content. Pupils who cannot yet retrieve the basics get more practice on those before the planning and monitoring steps are asked of them; regulation is pointed only at material that exists to be regulated.

Reading what happens

  • Pupils whose reflections are vague or generic. Often the gap is knowledge, not reflective skill.
  • Whether the quality of pupils' plans tracks how secure their content is. It usually does, which is the card's argument in miniature.

  • This cuts against bolt-on study skills lessons taught apart from subjects. Build the base, then regulate, and do both inside the topic.
